Florida lawmakers propose two bills to create and manage a strategic cryptocurrency reserve

Florida State Representative Joe Gruters submitted bills SB 1038 and SB 1040. Bill SB 1038 proposes the establishment of a Florida Strategic Cryptocurrency Reserve under the Office of the Chief Financial Officer, while bill SB 1040 proposes the establishment of a Florida Cryptocurrency Reserve Trust Fund, outlining its sources and uses of funding.

The effective date for both bills is July 1, 2026, provided that SB 1040 and SB 1038 or similar legislation is enacted, and such legislation must be passed and become law during the same legislative session or its extended session.
