The White House has developed a response plan for the Democratic Party to win control of Congress, aiming to advance the agenda by bypassing Congress
A White House official and two insiders revealed that the White House has been preparing for the possibility of a Democratic takeover of Congress for months, developing plans to continue advancing key parts of its agenda through executive power while also preparing for congressional investigations into the Trump administration.
Three insiders stated that since April, senior officials, including White House Deputy Chief of Staff Stephen Miller and Budget Director Russell Vought, have been working with the White House Counsel's Office to outline executive actions that Trump could take without congressional approval, covering areas such as immigration, tariffs, housing costs, and federal spending.
The White House official indicated that White House Counsel Will Scharf and his team are also examining "what actions Trump can legally take on his own, in what areas he can push the boundaries of his authority, and how to defend these decisions in court."
In the past month, Trump has been holding rallies across the country, trying to maintain Republican control of Congress. Meanwhile, his aides are reportedly privately beginning to prepare for a potentially very different political landscape in 2027.
