Surplus Intelligence is an AI inference marketplace on Base: idle model capacity or prepaid credits are listed for sale, and a buyer who points an OpenAI-compatible base URL at the platform has requests routed to the cheapest seller, with settlement in USDC on Base and support for per-call billing and small-payment protocols. It also offers a model catalogue and cost comparison so developers can see price and latency across providers before ordering. It targets uneven distribution of inference capacity, stranded prepaid credits and the cost of comparison shopping.
Unlike building a cluster, the routing model owns no GPUs and instead matches and settles, which scales quickly but imposes little discipline on seller quality. The website claims about $24 billion in listed liquidity, over 400 models and average savings of 87%, figures that come from the platform and lack third-party verification; in October 2026 the token traded near $0.00016 with a market value around $16 million. Known contract issues are that settlement has no timelock, an admin can change fees unilaterally, and the models sellers actually serve are not automatically verified.
