The report notes that resigning and revoking keys is a common practice in open-source projects. Bitcoin Core maintainers are a trusted small group of developers responsible for code review, update approval, and digitally signing official releases using keys. Zhao has contributed to Bitcoin Core development for over six years, but her work did not involve changing the underlying protocol rules of Bitcoin.
